Administrative Reform becomes ‘imbroglio’ and PEC gets a third version

BRASILIA – A new substitute text must be presented by the reporter of the administrative reform, lawmaker Arthur Maia (DEM-BA), after requests made by parliamentarians from the Special Commission that analyzes the matter in the House. The Proposed Amendment to the Constitution (PEC) 32/20 has still generated dissatisfaction among the public service, because it touches on issues considered sensitive, such as server stability and hiring of temporary staff.

On Wednesday night, 15, the reporter Arthur Maia withdrew the changes he had made in the report and kept the previous opinion. Thus, the third version of the substitute, which is a text that substantially changes the original content of the proposal, will be analyzed by the Special Commission and if approved will be discussed in plenary.

Broken promises

In the assessment of the coordinator of Socioeconomic Studies of the Association of Fiscal Auditors of the Brazilian Federal Reserve (Anfip), Vilson Romero, the reform that is being sewn in the House of Representatives does not fulfill the promise made by the Federal Government. “The government promised a more modern state, but did not improve the conditions for digitalization of the Brazilian state”, he says.

Another issue that was not contemplated by the current text of the Proposal of Amendment to the Constitution is the improvement in the performance of public servants. There are two performance evaluation projects that have been in the National Congress for years waiting to be voted on. For Vilson Romero, there is also the need to have a shared mechanism between the agencies, public servants and society for a more efficient evaluation of public servants’ performance.

A sensitive point that is also found in PEC 32 is related to the stability of public servants. Even though there are reservations in some cases, it is seen as a protection for the public servant so that he can carry out his duties without being subject to persecution or arbitrary dismissal. “The stability shields the public servant, allowing him to be a servant of the state and not of the government”, comments Romero.

Mobilizations

Last Tuesday, the 14th, mobilizations were made by public employees of various bodies in some Brazilian cities. In Brasilia, demonstrators made a movement at the airport and in front of the House of Representatives with the aim of sensitizing parliamentarians so that the PEC 32 does not pass with the current version. “We are worried, we don’t know what this PEC will result in. In any case, we want to help build a reform that brings benefits to society and doesn’t take away from the public servant, acquired rights”, concludes Vilson Romero.

On Friday, 17, in an unprecedented initiative, the reporter of the administrative reform, lawmaker Arthur Maia, unofficially distributed a text of Opinion for public debate over the weekend, before the formal protocol on the website of the Special Commission of the PEC 32/2020. The entities and parliamentarians are analyzing the text to make a statement on Monday, 27.
