MANAUS – The only Brazilian capital without a municipal out-of-home treatment (OHT) program, Macapá, in the state of Amapá, may have access to the measure through the Project of Law No. 0038/2021, which deals with the implementation of the service in the city. According to the Amapaense Association of Support to Patients in Out-of-Home Treatment (AAPTFD), which fights for the rights of people in need of medical care, the PL should benefit about six thousand Amapaense patients.
“The project is extremely important to help patients who need medium and high complexity care. Today, municipal OHT means an advance and a guarantee of rights for those who depend on this government program. We estimate that approximately 6,000 patients here in the capital of the state of Amapa make use of state OHT, and these people could indeed be covered by the municipal system, so that they can receive dignified care”, says Júlia Soares, president of the association.
Service
In the federal government, the Out-of-Home Care program is instituted by SAS Administrative Rule no. 055, of February 24, 1999, and aims to guarantee access for patients from one city, through the Unified Health System (SUS), to care services in another city. In special cases, access occurs from one state to another. The media guarantee financial aid, air, river, and land tickets for patients who need treatment.
In Amapá, the service only occurs in the State sphere, being instituted by State Law no. 1,749 of May 21, 2013, and regulated through State Decree no. 2804 of May 21, 2013. From Bill No. 0038/2021, authored by Councilman Alexandre Azevedo (PP), the measure aims to implement the TFD at the municipal level and help patients who face a lot of bureaucracy to access the State TFD. Approved by two standing committees of the Municipal Chamber of Macapá (CMM), the PL is awaiting a vote in the plenary session.
For Júlia Soares, implementing TFD at the municipal level means reinforcing the service provided to patients and relieving the burden on Macapá’s health system. “The municipal-levelFD approved in the municipality of Macapá will strengthen care, because today, for example, the state of Amapá is in a stranglehold, with more than 17,000 patients enrolled. And theFD in the municipality of Macapá will help smooth out and improve this flow of patients”, explained the president of AAPTFD.
Importance
For councilman Alexandre Azevedo, the project of law is extremely important for the families of Amapá. According to him, the Municipal ODF has the power to place the City of Macapá as the entity that will provide aid to the population.
“Municipal ODF has the power to place the Municipality of Macapá as a helper, so that it can speed up the pacts, ensuring that the patient will be treated in the hospital that will receive him. And we need to be hand in hand, because those who are sick are in a hurry to get better”, explained the councilman, in a publication on social networks.
