MANAUS – The series of episodes involving the season of suspicion about the registration of the Manaus City Hall for the Manauara II Residencial popular properties is far from ending. Trusted woman of the mayor of Manaus, David Almeida (Avante), and city hall employee, Benae Pereira Limoeiro had siblings listed by the city hall and awarded in the Caixa raffle.

Jefet Pereira Limoeiro and Azenati Limoeiro de Oliveira appear on the list that became a national scandal after CENARIUM MAGAZINE revealed the presence of relatives of the mayor in the list of those awarded the properties. David Almeida’s chief of staff, Mariley Santos, who had a salary of R$ 4,8 thousand, also, is among the beneficiaries.

The second stage of the residential was inaugurated on August 18 by President Jair Bolsonaro and originates from the program “My House, My Life”, of former President Dilma Rousseff (PT), today, called “Casa Verde Amarela” by Bolsonaro, who is an ally of the mayor of Manaus. The program is subsidized with federal funds and intended for low-income families (up to R$ 2 thousand).

By Caixa Econômica Federal’s regulations, the families applying to receive properties from the housing complex had to go through a screening by the Manaus City Hall, whose list would be sent to a draw. In the case of Manauara, inaugurated last month, the screening process started in 2020.

Seven months after David Almeida took office, his management changed the 2020 list of candidates eligible to receive the properties, including among them relatives of David Almeida’s daughter, Fernanda Aryel, his chief of staff, Mariley Santos, and also relatives of his aide, Benae Limoeiro, Jefet and Azenatti Limoeiro.

Businessman in crisis

After CENARIUM found out that Jefet has a company registered at the State Board of Trade (Jucea), reporters sought out the businessman at the address informed by the institution to ask him for information about the process of participation in the Caixa Economica’s raffle and his inclusion in the list of winners, despite his business status.

Pointed out by neighbors as the owner of the commercial property, in the Alvorada neighborhood in the Midwest zone of Manaus, Jefte informed that he stays in the house “as a favor” and goes through an economic crisis with the lack of income from his company, a refrigeration service provider.

When asked by CENARIUM MAGAZINE if he knew how he participated in the Caixa Econômica lottery to receive the apartment in the Manauara Residencial, Jefte told the reporter to ask the Manaus City Hall or his sister, Benae, David Almeida’s assessor.

Old Partnership

Coreligionist of party and electoral campaigns, the partnership between Benae Pereira Limoeiro and David Almeida comes from the time when the mayor of Manaus was a lawmaker in the Legislative Assembly of Amazonas (Aleam), from 2006 to 2018.

Civil Police investigator, with a salary of R $ 7,5 thousand, Benae was at the disposal of David in Parliament. A native of Roraima, the police officer was even honored by David with the title “Citizen Amazon” in December 2018.

During the municipal elections of 2020, David’s assessor was a candidate for city councilor for the mayor of Manaus, from the Avante party. She was defeated with 644 votes.

Upon taking office, the mayor of Manaus nominated the co-religionist to a management position with a salary of more than R$8 thousand.

The report tried to contact Benae and her sister, Azenati, but got no response. An email was sent to the Municipal Department of Communication (Semcom) of Manaus City Hall questioning the criteria for insertion of the siblings of the assessor of David Almeida in the list of recipients of the Caixa, but until the close of this story, Semcom did not respond to questions.

‘Problems happen’

On the last day 30, David Almeida claimed that “problems happen”, when asked, on Radio BandNews Difusora, about an assessor of his – chief of staff – to have been one of the servers of the Municipal Executive contemplated in the raffle of the Caixa Econômica to receive apartments.

After the opening of a procedure for investigation by the Federal Public Ministry (MPF) and repercussion in the Jornal Nacional, the mayor of Manaus said that the suspected servers were removed.

“With regard to the city hall employees, all of them were removed. This may have happened, however, we have taken all necessary steps so that there were no losses and all those who are linked to the city government and who do not fit the income bracket, we are asking the Caixa to review these contracts and that can do exactly the exclusion of these names, as we have already done, exonerating these servers. Problems happen, but they need to be corrected immediately”, Almeida tried to explain.
