MANAUS – Almost a year after embargoing the contract that forbid chartered aircraft by the Military House of Amazonas to carry vaccines and oxygen to the countryside of the state, at the peak of the pandemic Covid-19, in 2021, the councilor of the Court of Auditors of Amazonas (TCE-AM), Ari Moutinho Junior, suspended on Wednesday, 2, as a precautionary measure, the public tender of the Military Police (PM-AM), whose tests were scheduled to be held this Sunday, 6, in cities of Amazonas, Acre and Rondônia. In social networks, contestants who have already bought tickets to make the proof allege loss.

The suspension of the contest occurs after the identification of irregularities in the announcement of the tender, pointed by the Board of External Control of Personnel Admission (Dicape) of the Court of Auditors, and after a request made by the president of the Movement of Disabled Persons of the State of Amazonas. The Dicape of the TCE-AM even requested that the Police Command present justifications regarding some questions about the edict.

Among the irregularities pointed out by Dicape, are the failure to guarantee the availability of registration posts with internet access; no indication of the bibliography used for formulation of the exams; no presentation of a schedule with the phases of the competition; number of vacancies for future officers greater than those available; remuneration for three positions greater than those provided by law and lack of reservation of vacancies for people with disabilities.

Also according to the agency, there is no provision in the announcement for discursive test, writing in Portuguese language and securities tests for all positions, and does not list the subjects that would be of “basic knowledge” and “specific knowledge”. The Dicape also cites that the choice of capitals of Acre and Rondônia for holding the tests was not based on impersonal criteria, besides not being justified technically and economically.

According to the TCE-AM, the defense presented by the police was limited to stating that “there are no vacancies for people with disabilities because of the peculiarities of the assignments of positions” and the other questions raised by the Court of Auditors were not justified by the organization of the contest.

Flights in the pandemic

In February 2021, at the peak of the pandemic Covid-19, Ari Moutinho also determined the suspension of the contract with the company Rico Air Taxi, which was freighting planes to the Military House of Amazonas. The aircrafts rented by the State government body were being used to carry vaccine and oxygen to some Amazonian cities, besides the transfer of patients affected by the new coronavirus.

At the time, Amazonas was experiencing the biggest health crisis in the history of the state, with public and private hospitals completely full of patients diagnosed with the pandemic virus. The health units lacked beds, hygiene materials, and especially oxygen for the enormous amount of people who were hospitalized day after day.

Damages

For the contestants on duty, which deposited great expectations in the evidence that would be held this Sunday, 6, who comes out in the loss are the people who were with tickets purchased and paid accommodation. On social networks, internet users report that they would already be moving to the cities where the contest would be held.

“This is absurd, they let us do this at the last minute, after people spend with tickets and lodging” wrote a woman on Facebook. “This is absurd, there are already people traveling to the cities where the exam will be applied, how is their situation, my God”, said another person, on the same social network.

A woman also vented on Facebook and says she bought the ticket to Manaus on Wednesday, 2, to take the test. “Aff, they should do this before I bought the ticket, I bought it earlier today. Come on …”, he wrote.

Another internet user recalls that Ari Moutinho was appointed councilor, in 2008, by former governor Eduardo Braga (MDB-AM). Current senator of the Republic, Braga is a political opponent of the governor of Amazonas, Wilson Lima (PSC), in addition to being a pre-candidate for the post of head of state.

“Politicking!!! Moutinho was appointed by Braga before leaving government, cause stress on the candidate is not good!”, wrote the internet user.
